Wayland backend: no WLR_OUTPUT_STATE_MODE event sent on desktop window resize

When resizing the wlroots window, the WLR_OUTPUT_STATE_MODE bit is never set in a future output.events.commit:committed event, even though a new custom mode is created and applied.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
