Add support for tearing protocol / disable vsync

Been waiting for years to switch to wayland but I won't until I can disable vsync for reduced input latency on games.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
