output-power-management: add brightness control

Thanks to kernel patches we might finally be able to change the brightness via a KMS property. Add the necessary additions to our output-power-management protocol so that tools can adjust it via the same API for all wlroots compositors.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
