On-screen keyboard not working in kiosk shell

When starting a kiosk shell with weston the virtual keyboard never appears. Using the default desktop shell on the other hand results in the virtual keyboard being displayed as expected.

This is annoying as especially kiosk setups often have no hardware keyboard and instead rely on touch input.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
