When deactivating a Weston session, and then activating it, the application does not regain focus

I tried looking around in shell.c to see what does it, but I couldn't find why the application gets deactivated when switching away and then back to the Weston session. (like with loginctl activate)

I thought maybe it was because the seat goes away when deactivated, but that theory is wrong based on what I saw with throwing in a new weston-_log in there...

It would be nice if applications could regain focus when the Weston session becomes active again
