Do not run CI on branches that are not MRs?

I believe Weston CI runs automatically on pushes to branches that are not (yet) associated with any MRs. Is that useful, or should we stop doing that?

I just came to think about that when reading freedesktop/freedesktop#478 , could maybe save some bandwidth and runner time.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
