Meson option to disable tests

Please provide option to disable tests completely. Currently it's someone wants to build with NDEBUG by default, it's unclear what should be disabled in the project to get tests not to be build (they obviously do need DEBUG).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
