Support setting scroll speed

I try to get issues set up in order to get setting of scroll speed implemented for Linux systems. The "meta" issue for this is https://gitlab.gnome.org/GNOME/gnome-control-center/issues/379 so feel free to join with your opinion, also note https://gitlab.gnome.org/GNOME/gnome-control-center/issues/379#note_485183 where some implementation for Wayland has been suggested. Hopefully you can add some input to that.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
