Need flag/handle/protocol to disable low render rates on occlusion

As there seems to be no resolution to vkAcquireNextImageKHR getting 1Hz timeouts on Wayland from issue 99 in wayland-protocols (see: wayland-protocols!99 (closed)), there needs to be a way to disable the frame rate drop on occlusion from Wayland either as a global flag or as a protocol that an application can request.
