Timer tests can fail on stall spikes
Note that a 10ms stall in the wrong spot could have broken the original
event_loop_timer
test. The "correct" way to solve this, in my opinion, would be to place a few time measurements at the right spots to be able to detect such stalls, and then modify the test framework to communicate that a test was skipped when such a delay occurs; I'd prefer to leave such changes to a future MR.
