Convert README and GOVERNANCE etc. to markdown or such

Gitlab can pretty-format markdown etc., so it would be nice if README, GOVERNANCE, MEMBERS etc. were in a supported mark-up and with clickable links from README for easy reading.

Agreed. I'm just waiting for these files to stabilize a little before making cosmetic changes.
