xdg-shell: no way to indicate that minimize isn't supported

On some compositors (like Sway, river, cage, …), the concept "minimization" doesn't exist at all. Therefore they ignore the set_minimized request. But xdg-shell apps with CSD might still draw a minimize button.

It would be nice to allow compositors to indicate that minimization isn't supported. Maybe via an event on the global?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
