Provide a “wine-shell” for Wine

Wine needs something beyond xdg-shell for full functionality under Wayland. Since the Windows API is set in stone, there is zero chance of applications adapting to Wayland. A “win32-shell” was discussed at XDC2024.

CC @afrantzis since Wine is what actually needs this. My goal in filing this issue is to see if there is a solution that meets Wine’s needs and can also be permitted in sandboxed environments.

Open issues:

  1. Some want the protocol available to everyone, while others want to restrict it based on criteria that have not been decided yet.
