Add a way to pin windows

Apps like Kooha and Live Captions, for example, would benefit from having a button to pin their windows, improving the usability. See also: https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/6243

According to this comment, there is no Wayland protocol for achieve this. Maybe this could be reconsidered?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
