dEQP-GLES31.functional.ssbo.atomic.{max, min}.*_int and dEQP-GLES31.functional.compute.shared_var.atomic.{max,min}.*_int failures

The problem is we assume unsigned ssbos and shared variables all the time. Continuation of airlied/virglrenderer#3 (closed). Looking into this.
