Better power profiles on Intel

I would like to suggest an improvement to the config or power profiles on Intel CPUs. Specifically, as of now, the following happens

• Balance: energy_perf_bias = 6, energy_performance_preference = balance_performance
• Power Mode: energy_perf_bias = 15, energy_performance_preference = power

I find this rather strange, the different from the two profiles is far too great in my opinion. Setting Balance to

• Balance: energy_perf_bias = 8, energy_performance_preference = balance_power

would improve battery life by a lot with little to no sacrifice to performance, at least according to my daily-drive test. Ideally it'd be nice to have the possibility to customise the choice, but I understand this goes against the philosophy of Gnome.
