This is support-code to emit the DirectX Intermediate Language, which is a dialect of LLVM 3.7 bitcode. Because modern versions of LLVM doesn't support emitting bitcode for older versions, and we can't rely on an old LLVM version because we need the OpenCL support from Clang later on, we instead implement our own LLVM bitcode encoder as part of this work.
