* ext/wavpack/gstwavpackdec.c:
More build fixes for old libwavpack versions: include config.h so
that WAVPACK_OLD_API is actually defined as detected; only use
WavpackGetErrorMessage if it is available. This fixes the build
on debian stable for me.
