spec doesn't define how to indicate unsupported DTMF tone

Description
DTMF_Event includes tones for [ABCD] but these are not supported on all protocols (at least one protocol only supports [0-9*#]).
The spec does not specify what error to return (if any) when requesting an unsupported tone.
