FileTransfer.URI erroneously claims to be immutable “depending on the protocol”

The template for tp:immutable='sometimes' assumes that it depends on the protocol, but in this case it depends on some other property, namely Requested. Should we add if-requested, if-unrequested, or loosen the wording?
