MC doesn't tell CMs when Handlers go away

Description

As discussed on Bug #49335, according to the spec, whenever a Handler (say H) goes away, MC should call:

UpdateCapabilities([(H, [], [])])

on each Connection, to tell it that H is no longer available.

It doesn't seem to do so.
