IRC has no /QUOTE command

Description
There must be /quote command for custom interaction with IRC servers.
Syntax: /quote <line>
Semantics: Contents of variable <line> get sent as RAW text to the IRC server.
This is usual and normal command at each IRC client. It is often necessary when the client implements only part of IRC server's supported protocol.
