Add option to disable deprecated D-Bus API in client side API

Description
<cassidy> smcv, any plan to add define option to disable client side API of deprecated D-Bus API? (such as tp_cli_connection_connect_to_new_channel for example)
<smcv> cassidy: file a bug, I'd accept a patch for TP_CLI_DISABLE_DEPRECATED around things deprecated before, say, 0.18.0
<smcv> cassidy: (the version should be parameterized as a command line option probably)
