Failure to connect for Video Call

Description
When we attempt to make a Video Call, we see the following:
Caller: Connecting... (preview shows camera feed) Callee: Connecting... Caller: Connected (preview and remote feed go black) Callee: Disconnected (likewise)
This is with the Test audio and video inputs, and equivalent versions of empathy/telepathy
