Extract TODOs from the wiki and file bugs if necessary

http://telepathy.freedesktop.org/wiki/Gabble%20TODO contains an assortment of feature requests and ideas for refactoring, some of which have already been done.
I don't think the wiki is the best place to track these; someone should go through the list, discard things that we already did and things that are no longer relevant, and file enhancement bugs for the rest.
