Check for (transfer none) on const-qualified function parameters
Add a checker which tests whether a (transfer none)
annotation is present for function parameters which are const
-qualified.
If it isn’t, emit a warning.
Similarly, if a (transfer none)
annotation exists for a function parameter, emit a warning if that parameter is not const
-qualified.
