Missing 'preferences-desktop-keyboard' icon in icon theme

Description
The Icon Naming Specification specifies an icon 'preferences-desktop-keyboard' but it is still missing in the Tango Icon Theme.
This icon is already in use, e.g. in the settings manager of the upcoming Xfce 4.6. It should be added to the Tango Icon theme or at least it should be symlinked to 'preferences-desktop-keyboard-shortcuts'.
