Occasionally, such a VM panics and I need to access its display using spice to see the stack trace. I would like to be able to copy the text of the stack trace, instead of taking a silly snapshot. I think that it is possible - spice client can contact spice server, which in tern can read the VGA/QXL buffer in qemu and report it back to the client.
In some other cases I have a VM that lost its network connectivity. I connect to its display using spice, and would like to paste a long script into the terminal instead of typing it in. I think it is possible: spice client would read the X clipboard, and push into the keyboard of qemu.
I'm not asking for fancy cut and paste, or X, or guest agent interaction, just the very bare minimum.

## Description
gnome-settings-daemon currently disables all animations if display is SPICE/VNC: https://git.gnome.org/browse/gnome-settings-daemon/tree/plugins/remote-display/gsd-remote-display-manager.c#n171 . The original bug this tries to solve was about disabling animations only for slow (or simply all remote) connections: https://bugzilla.gnome.org/show_bug.cgi?id=680195 but they ended-up doing this if SPICE or VNC is in use because neither SPICE nor VNC provide means to detect if connection is remote or local.
While it might be difficult to enable/disable animations on the fly for gnome-settings-daemon and also for vdagent to report dynamically if all connections are local, it shouldn't be very difficult for SPICE server to report to vdagent that its running local-only (bound to loopback network) and vdagent to expose this information for interested parties. gnome-settings-daemon can then look at this info and not disable animations if spice is local-only.

## Description
The file should contain empty SPICE_VDAGENTD_EXTRA_ARGS variable because it is referenced in the spice-vdagentd.service file and it isn't obvious where it should be found.
sysv-enabled builds could get such default file too but I'm not sure how the default location for such files is determined (I recall /etc/default in Debian-based system etc. :/)
