GLSL DXT1 decoder

This is a reasonably fast DXT1 (S3TC) GLSL decoder which can work with unmodified textures.

Use a GL_RGBA16UI texture format, and either NEAREST or NEAREST_MIPMAP_NEAREST filtering modes.
