Needs a README with details on how to contribute

A fresh checkout of libslirp.git needs a README file that points back to this web page, along with instructions on the preferred way to submit patches. Also, not everyone is comfortable with sending online merge requests; is there a mailing list where one can email proposed patches, and/or subscribe to follow development activity without having to use the webpage? If so, that should be well documented both in the README file and on the project summary web page.
