tegra: Don't force scanout allocation in _create_with_modifiers()

After the commit <TODO> ("gbm: assume USE_SCANOUT in create_with_modifiers"),
correct PIPE usage flags are always shipped to resource_create_with_modifiers(),
therefore no additional workarounds required anymore.
