Output speakers balance is being reset after operating system's reboot

Summary
I keep noticing that the sound balancer setting keeps resetting on my Linux distribution's: Ubuntu 19.04
desktop environment (Gnome) settings menu. Right now I'm thinking if a reboot cause PulseAudio to reset it. Tomorow I will try to report more on this.

Steps to reproduce
- Install 18 or 19 version Ubuntu
- Open Gnome Settings -> Sound
- Swing Output Balance to the left or right
- Shutdown Ubuntu
- powerStart Ubuntu
- Come back to the Gnome Settings and see that Output Balance is reseted.
What is the current bug behavior?
Output Balance setting of the output speakers are being reset after operating system's reboot.
What is the expected correct behavior?
Output Balance setting of the output speakers persist after reboots.
