PulseAudio deals suboptimally with kernel issue with logitech usb webcam

Description
The Linux kernel, for some time, has been having random problems with Logitech webcams. I have encountered this problem in Fedora, but there is a large community of Ubuntu users who have this problem also.

The basic issue seems to be that the kernel somehow messes up the webcam, and the webcam has to be unplugged and replugged in order to continue.
However, while PulseAudio is not the "root cause" of the issue, it appears to handle the problem in a sub-optimal way:

Once the webcam is "broken", all PulseAudio sound becomes broken, even to devices that are still working perfectly well.

Once the webcam is unplugged and replugged, PulseAudio needs to be restarted. It does not automatically recover from whatever situation it has gotten into.
I will attach a trace from pulseaudio -vvvvv the next time this happens on my system.
