switch-on-connect mistakes startup for USB hotplug
Summary
I'm running Ubuntu 20.04 and have issues with the output device that I choose (from gnome-control-center) not being respected by the system upon reboot. I filed a bug on Ubuntus/Canonicals launchpad, and they suggested forwarding issue here more upstream.
From the launchpad bug issue (https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/1877194): Commenting out "load-module module-switch-on-connect" in /etc/pulse/default.pa solves the immediate issue, but i wouldn't completely consider it a fix. They thought the system might think booting with a USB already attached is equivalent to hot-plugging it.

Steps to reproduce
- Open gnome-control-center > Sound
- Set output device to: Line Out - Built-in Audio
- Reboot
- Output device is now back to my USB output
What is the current bug behavior?
It ignores my selected output device upon reboot of the system.
What is the expected correct behavior?
It should remember which device i set it to.
