[UCM] EnableSequence/DisableSequence in SectionDevice doesn't work on pulseaudio 13.xx

Summary

When we test UCM/UCMv2 on Dell laptop which uses soundwire audio driver, we found that pulseaudio 13.xx won't setup the controls which are configured in EnableSequence/DisableSequence in SectionDevice of UCM config files.

environment

HW: Dell laptop with soundwire audio support
OS: ubuntu 20.04 (pulseaudio 13.99.1)

Steps to reproduce

open sound setting, choose "Speaker" or "Headphone"

What is the current bug behavior?

The controls setting in EnableSequence/DisableSequence in SectionDevice of UCM config files doesn't take effect.

What is the expected correct behavior?

The controls setting should work
