static noise in all playback

Description of problem:
Playing audio via pulseaudio results in cracks and pops in the speaker output. It sounds like frequent, small buffer underruns. This has been going on for quite some time, but I feel it is getting worse.
Version-Release number of selected component (if applicable):
pulseaudio-12.2-1.fc29.x86_64 alsa-lib-1.1.8-1.fc29.x86_64 kernel-5.0.10-200.fc29.x86_64
How reproducible:
100%
Steps to Reproduce:
- aplay file.wav
Actual results:
The audio file with lots of cracks and pops, sounding like it's an old gramophone.
Expected results:
Clean, crisp audio.
Additional info:
Plays back fine using direct ALSA. E.g.
GOOD:
$ pasuspender -- aplay -D 'sysdefault:CARD=Generic' /usr/share/sounds/purple/login.wav
BAD:
$ aplay /usr/share/sounds/purple/login.wav
Device:
00:14.2 Audio device: Advanced Micro Devices, Inc. [AMD] FCH Azalia Controller (rev 01)
I could not see any errors in dmesg or journald during playback.
