No sound on default output even though the default output is selected

- Difficult to reproduce since it does not happen every time the system (re)boots
- May happen more often on HDMI or USB outputs
Summary
After a boot or a reboot, you have no sound without having changed anything to your system, until you select back the default output (which was displayed as default from pulseaudio - either on the desktop environment or directly from pulseaudio in terminal).
It does happen on different distributions (Debian, Manjaro were tested so far, on different DEs ; it happens in GNOME and KDE and is reflected by pulseaudio in CLI) but it seems to be happening pretty randomly. The following details are from the Debian machine.
Environment
Debian 9 Stretch, with a USB DAC as default sound output, referenced as "SA9023".

If necessary, I could provide the same from a Manjaro system, using an HDMI output as default with which I encounter the same issue.
Steps to reproduce
It does seem to be happening randomly, so it is difficult to reproduce.
What is the current bug behavior?
No sound after login in on the system, need to select again the sound output.
What is the expected correct behavior?
Still having sound on the default output after (re)booting.
