Linux box as bluetooth speaker - volume on client ignored
Summary
I'm using Ubuntu 20.04 as a media center. It's got a bluetooth adapter plugged into a USB port. I can connect to the system with my phone, computer and ipad as an A2DP source and play music.
The problem is that the volume on the source device is not respected. This is a regression. The volume worked with 18.04.
When the volume on the source device goes to 0, the sound is muted as expected, but any non-zero volume on the source device leads to the same constant volume on the Ubuntu host. The only way to adjust the volume is from the host.

Steps to reproduce
- Install Ubuntu 20.04 on a host machine
- plug in a cheap bluetooth USB adapter (I tried two)
- pair a client device, like a phone to the server
- play music
- adjust the volume
What is the current bug behavior?
Changing the volume on the client phone does not change the volume. When the client volume hits 0, the volume is muted.
What is the expected correct behavior?
Changing the volume on the client should change the volume on the host.
