Improve mingw builds

Elliott Sales de Andrade requested to merge QuLogic/poppler:fix-mingw-build into master

Enable searching for GTK on Windows since it's being installed in mingw, but not built. Then make some changes to the demo to fix compatibility with Windows by replacing localtime_r with GLib functions.

Also, update mingw CI build to use dnf instead of yum, which has been deprecated for a while now.
