README is misleading - are encoding files really optional or a hard dependency?
The README says: "enables poppler to correctly render CJK and Cyrillic properly". That's misleading. It seems the encoding files include even more important encodings. See Arch Linux downstream report with casual characters that aren't rendered when poppler-data is missing.
I suggest to modify the README in what cases the encondings are essential or even make poppler truely depend on poppler-data. Fedora distribution already has a runtime dependency on poppler-data. If that is the recommended way the poppler build system should truely depend on it and should not only "recommend" poppler-data.
