Cannot authorize as password-less user

Description
I use passwordless user on my notebook.
I.e. (extract from /etc/shadow): sasha::15937:0:99999:7:::
However this user is allowed to do sudo without password: sasha ALL=NOPASSWD: ALL
This works OK when I work with console (e.g. do "sudo dpkg -i ..."). However, when using GUI to install a package (e.g. qapt-deb-installer), it shows a policy kit window to authorize, which doesn't accept neither empty password, nor any other password (unlike for example kdm login).
IMO, it should accept empty or any password (as kdm login does).
P.S.: As a workaround, I created (fake) another user, which also is allowed to sudo, but still has password.
