Support for loading from /run was removed completely for this time for the following reasons:
- creating subdir in /run during installation wouldn't work as /run is mostly tmpfs and shredded during boot (FHS-3, 3.15.1)
- as it would require either new logic in polkitd to create /run/polkit-1 in runtime OR making new config file for systemd to make it on its own, this FutureFeature was deferred for the times of real need ("to be aligned with systemd" does not correspond with the possibility of polkit running on systemd-less system)
