Update translations

This provides latest translation files from Plymouth project on Fedora Zanata, but not yet added to the source code repository.

This MR previously provided a zanata.xml as well, but removed due to Fedora Zanata removal plan.

ORIGINAL message:

This adds Zanata configuration for Plymouth project (downloaded from the project page in Zanata), updates translations of existing language, and add new languages, also enabling them.

After merging this, translations can be downloaded using zanata po pull --dir=po/.
