throbgress: Remove the throbgress plugin

Now that the spinfinity theme has been modified to use the two-step splash plugin instead, there are no more users of the throbgress plugin, so lets remove it.

Note for now this contains all the preparation commits from !68 (merged) as well, I will rebase this once !68 (merged) is merged in the mean time this MR is intended as a heads up to give people a chance to protest against the throbgress removal.

I also intend to let this MR sit in unmerged state longer then usual to give people a chance to object.
