CapsLock key light is disabled but CapsLock still affects password entered when unlocking

Plymouth somehow disables the CapsLock key light from working. It works before plymouth starts (in grub screen) and it works after it's done (in login screen), but while plymouth is running, the CapsLock key light will not react to pressing the CapsLock key.
HOWEVER the actual CapsLock functionality DOES take place. Which means that users trying to unlock their machines that accidentally press the CapsLock key before the password prompt are met with a password failure even if they are typing it correctly.
I have tested this on three different machines from different manufacturers (two laptops, one desktop; one Lenovo, one HP, one Dell) and the result is always the same, the light indicator for the CapsLock key is disabled while plymouth is running.
