meson: disable the vulkan plugin by default

Merged George Kiagiadakis requested to merge gkiagia/pipewire:vulkan into master

It unnecessarily introduces a dependency and gives the wrong impression to packagers about this feature, which is not actually something useful or even usable outside the build tree
