pulse-server: Drop ConditionUser=!root stanzas on systemd units

Neal Gompa (ニール・ゴンパ) requested to merge Conan_Kudo/pipewire:drop-condition-nonroot into master

While it is almost certainly a Bad Idea(tm) to run as the root user on a day to day basis, there is no technical reason that we should prevent sound from working when the user operates as the root user.
