telegram-desktop slowed down stuttery audio

Description of Problem:
Whenever an application is recording audio and telegram-desktop tries to play back sound (voice messages, videos, notifications), telegrams audio is really stuttery and slowed down. This only happens, when telegram plays a sound after another program is already recording. I also found another issue (#353 (closed)) which appears to be related to this issue but was closed due to it being fixed.
How Reproducible:
100% of the time (also tried it with different input devices and output devices)
Steps to Reproduce:
- Start an audio recording with an application of your choice (voice chat or sound recorder)
- Play a voice message or a video in telegram-desktop
Actual Results:
Sound stutters and is slowed down
Expected Results:
Sound is normal
