[Fedora] System starts/wakes up with maximum volume

Description of Problem:
When system boots from off state or wakes up from the sleep state, audio volume is played at maximum volume, despite the audio applet in KDE having a different value. It only takes simple one time adjustment (move volume slider or control from the keyboard) and then volume gets in sync, but out of the box it plays at 100% and every once in a while I forget about it and get a full volume blast. Ever since the Fedora switch to pipewire, I suffer from this behavior on my system.

- Boot system or wake system up from sleep
- Without touching any volume control play a sound

Sound played at max volume

Sound played at last known/set value
