Setting -> Sound shows no output or input devices

Steps to Reproduce:
- Install Fedora-Workstation-Live-x86_64-35-20210814.n.0.iso, update, reboot
- Settings -> Sound
Actual Results:
no input or output devices
Expected Results:
There should be output and input devices.
